Twitter Data Source does not work and shows "Error in if (!is_json(rsp)) { : argument is of length zero" message

Currently, Twitter Data Source is not working due to the below issue of the rtweet package which Exploratory uses to get tweets.

rate_limit() broken

### Problem Sometime in the past week since I last ran this code (more likely in the last few hours) something has changed at the Twitter API end that has broken rtweet's rate_limit function. This has had a flow on effect to functions using retryonratelimit = TRUE, breaking those functions as well. We will update the status here so stay tuned.

Updated on Mar 06, 2020. Now the underlying issue is fixed and Twitter Data Source started working again.
