Thank you for sharing the data file. I got similar result with your data file. I will look into it further.

Here is update on this front.
We made some improvement on handling of non-latin1 character set on windows.
In the latest releases, most of the non-latin1 characters including Cyrillic and Japanese are working fine.
We still have problem with Vietnamese characters.
I will update here as we make progress.
