When closing the Exploratory application on Windows exploratory doesn’t fully stop all of the opened processes.
After closing, I attempted to open Exploratory again, and noticed the window never re-opened.
After opening task manager I noticed that there were existing processes from the previous open that never terminated.
So in essence when trying to re-open Exploratory after a previous close within the same user session, Exploratory still thinks that it is running, and does not re-draw or re-attempt the splash screen / startup process.
